There is no single answer for this question because the definition for a veteran may vary from program to program. In some cases there is a minimum number of days served, sometimes with requirement that at least some of the time served having been during a recognized wartime period. For programs sponsored by the Commonwealth of Massachusetts, a Veteran is defined by MGL Chapter 4, Section 7, Clause 43, as amended by the Acts of 2005, Chapter 130.Veterans Services
